For individuals with disabilities, the California Self-Determination Program (SDP) offers more flexibility and freedom in the services they receive. Participants can set personalized goals, create an action plan, and use SDP funds to pay for the resources they need to make their dreams a reality. Here’s what you need to know about SDP eligibility, transition, and how independent facilitation services can help.
Quick Review: California Self-Determination Program (SDP)
The Self-Determination Program (SDP) gives individuals with disabilities and their families more freedom and opportunity when it comes to the supportive services they receive. Once enrolled, it grants individuals access to a personal budget that they can put towards certain goods, services, and enriching experiences that improve their quality of life.
The program is carried out through California’s Regional Centers (RCs), which are community-based nonprofit agencies that provide various services for children and adults with disabilities.
Regional Center clients may be eligible for SDP, which provides specialized financial aid for services and personalized support that promotes independence and helps individuals with disabilities work towards their personal aspirations. It allows them to exercise more freedom and control over the resources and support they need to be as independent and successful as possible.
A personal SDP budget can help pay for living arrangements, employment services, and activities that support a person’s health, safety, and community integration.
You can use SDP funds to pay for swimming lessons, art classes, and other activities that promote personal growth and independence. They can also cover the cost of accessibility modifications in a vehicle or residence, like installing a hand brake or a ramp.
The SDP allows more control over service plans and providers, giving individuals the flexibility and control they need to pursue personal goals.
Who is Eligible for SDP Services?
The California SDP is a voluntary program, meaning participants need to opt in or request enrollment. It’s open to qualifying regional center customers who have a developmental disability.
To qualify, SDP users must not be living in a long-term care facility. If this is the case, they can still receive services if they make arrangements to transition into the community within 90 days.
Transitioning in SDP: What to Expect
Enrollment in the program begins with attending an orientation for the SDP at a local Regional Center. This is where participants learn more about the process, timeline, and program requirements. Orientations can be offered virtually or in person, so it’s important to check with your local Regional Center.
The next step is creating a Person-Centered Plan. This plan serves as a blueprint for all SDP services, outlining the recipient’s goals and the supportive services they need to meet them. The plan is developed with a person-centered planning team, which includes the individual receiving the services. Throughout the planning process, the team maintains an emphasis on the individual’s personal preferences and needs.
Once this is complete, it’s time to create a budget and spending plan.
The SDP requires a Financial Management Service (FMS) to oversee this process. The FMS is responsible for making payments in line with the spending plan, verifying providers, and providing reports on how and where an individual’s budget is being used.
Once a budget and spending plan are approved, individuals are ready to start receiving the services outlined in their IPP.
When is the best time to start SDP?
The SDP is ideal for anyone who feels like they aren’t getting the support they need with their current services. For those who are frustrated with a lack of choice in their options or have unique needs that aren’t being met, the SDP can be a great way to pay for more diverse, personalized support.
